Independent assessment of fire risk is carried out in the prescribed manner accredited expert organization operating in the field of fire risk assessment.
The purpose of the facility of independent fire risk assessment is:
– The management of (owner) of the enterprise a complete and objective picture of the level of security at the facility;
– Determination of priority directions of financing of creation (reconstruction, improvement) security systems with a large number of deficiencies;
– Reducing the enterprise financial risks associated with the occurrence of emergencies and fires, and other events.. The result of an independent assessment of the risks is the conclusion:
– Declaration of conformity (discrepancy) of the object of protection established by the laws and other regulations, legal acts of the Russian Federation, the requirements in the field of civil defense, population and territories from emergency situations and / or fire safety or
– Justifying (confirmation) acceptable (unacceptable) the level of risk to life, health, property protection in the operation of an object due to possible exposure to the hazards of fires, emergencies. In accordance with claim 31, “Administrative Regulations ….” From 28.06.2012g. Number 375 if the conclusion NOR received in GPN authority before the approval of the annual plan, the planned inspection organization planned after 3 years (or after one or more years from the date of admission to the GPN conclusion NOR authority for the protection of objects used (exploited) organizations engaged some activities.). Accordingly, if the conclusion is received after the approval of the schedule of inspections and the organization included in the schedule, then the check will be carried out in the form in which it is provided by the plan of scheduled inspections, published by the regional prosecutor’s office on the site!
I recall that in accordance with Article 9 of the Law – 294 from 26.12.2008. frequency of planned inspections of compliance with the legal entity, individual entrepreneur in the implementation of the activities of mandatory requirements and the requirements established by municipal legal acts in the field of fire safety is not more than 1 time in 3 years, with the exception of objects reflected in the list of activities in the field of health, social and educational fields (RF Government Resolution № 944 from 23.11.2009g):
Objects of preschool and primary education, basic general and secondary (complete) general education facilities providing social services with accommodation: not more than 1 time per year;
the activities of summer camps: 1 just before the holidays;
objects outpatient care, inpatient and outpatient’s medical care: no more than 1 time in 2 years.With regards to the protection of an unscheduled inspection of the object to which the authority received in GPN of appropriate expert organizations on the conclusion of an independent assessment of fire risk:
If there is an order to eliminate violations of fire safety requirements, to conduct measures to ensure fire safety in the protection of objects during the unscheduled inspection prescriptions made an independent assessment of fire risk, accredited voluntary organization or submitted to the fire risk calculation, the official GPN body checks the calculation of fire risk and implementation of prescribed activities under fire regime.Full text of the report: http://www.ccitogliatti.r
